제임스 土殯 (James Tobin, 1918年 3月 5日 ~ 2002年 3月 11日)은 美國 의 經濟學者로서 聯邦準備理事會에서 活動하였으며 하버드대학교 와 예일대學校 에서 講義했다. 土殯歲 의 主唱者이며 政府의 積極的인 介入을 擁護하는 經濟學者였다. 投資와 通貨 政策, 市場 政策에 많은 業績을 남겼다.

土殯이 提案한 土殯稅는 各國의 市場에 海外資本이 投入되면서 短期 投機 資本으로 인해 各國 金融市場이 요동치게 되자 短期 投機를 制限하자는 目的으로 提案되었다.

제임스 土殯은 1918年 3月 5日 美國 一理노이州 샘페인에서 태어났다. 아버지 루이스 마이클 土殯은 일리노이 大學校에서 일하는 記者였고, 어머니 마가렛 에드저톤 土殯은 社會福祉士였다.
