• 韓國은 只今 다른 國家들처럼 信用危機를 겪고 있다. 깊어가는 景氣 沈滯의 危險을 헤쳐나갈 수 있는 果斷性 있는 大統領이 必要하다. 한 國家의 首長으로서 李明博 大統領은 自身의 存在를 立證해야 한다. 그렇지 않으면 致命的인 打擊을 받는 것이 그의 評判만은 아닐 것이다. 나라도 큰 打擊을 입을 것이다.

We‘re Not Living in North Korea

(여기가 北韓은 아니다)

Ifrankly have been mystified at the arguments of those that seek to block the sending of leaflets and other material to North Korea. Their argument that the sending of this material by balloons into North Korea is damaging inter-Korean relations is spurious at best. More worryingly, their argument seems to be playing into the hands of the delightful leadership in North Korea. The same one which have murdered, tortured and improvised its citizens.

率直히 말해서 나는 北韓에 傳單紙 보내는 것을 막으려는 사람들의 主張에 迷惑됐던 게 事實이다. 이 傳單紙를 北韓에 보내면 南北關係를 毁損시킨다는 그들의 主張은 그럴싸하다. 그런데 우려스럽게도 이 主張은 北韓 指導者들을 이롭게 하는 行動 같기도 하다. 그들은 自國民을 殺人하고 拷問하고 極貧으로 내몬 이들이다.

Instead of standing up to the threats of the North Koreans, the unification ministry has acted as a toady to Pyongyang. The unification ministry has not, in any public statements I have seen, extolled the freedoms enjoyed in South Korea to their counterparts in North Korea. More worryingly, some South Korean businessmen have, like the North Korean government, wanted to stop the balloon flights. They don‘t seem to realize their freedom to act as businessmen is a product of political system they enjoy.

北韓의 威脅에 맞서는 代身 統一部는 北韓 政府에 阿諂꾼처럼 行動하고 있다. 어떤 論評을 봐도 統一部는 北側 相對 부처에 對해 南韓에서 滿喫되고 있는 自由를 言及하지 않았다. 一部 南韓 企業人들은 北韓 政府처럼 對北 傳單 날리기 行爲를 中止하기를 願하고 있다. 그들은 自身들이 企業人으로 누리는 自由가 스스로 滿喫하고 있는 政治體制의 産物임을 깨닫지 못하고 있는 듯하다.

I do sympathize with the businessmen with investments in Kaesong. They now find their livelihood endangered after North Korea‘s decision to arbitrarily curtail business and tourism in Kaesong. But business is about making assessing risk. Political climates never remain the same.

勿論 나는 開城工團에 投資한 企業人들을 同情한다. 北韓이 獨斷的으로 開城에서의 企業活動과 觀光을 制限한 뒤 그들의 企業活動이 危險에 빠졌다는 것을 안다. 그러나 비즈니스는 危險을 評價하는 것이다. 政治的 環境이 같을 수 없다.

The ``sunshine diplomacy of presidents Kim Dae-jung and Roh Moo-hyun did not provide sunny skies for inter-Korean relations. The good faith these two men might have had toward North Korea was betrayed by Kim Jong-il who ordered the detonation of a nuclear bomb. It is not South Korea which has acted in bad faith toward North Korea, but rather North Korea who has acted in bad faith toward South Korea and indeed the international community.

金大中·盧武鉉 前 大統領의 햇볕政策은 結果的으로 南北關係에 맑은 하늘을 提供하지 않았다. 김정일 委員長은 核武器 爆破 實驗을 命令하면서 이 두 사람이 北韓에 對해 가졌던 信念을 저버렸다. 約束을 어긴 건 南韓이 아니라 南韓과 全世界를 背信한 北韓이다.

In light of this, the plea by the unification ministry to stop the sending of balloons filled with pamphlets denouncing the North Korean regime, short wave radios and clothing is baffling. South Korea is a democracy. It is the duty, surely, of any citizen enjoying the freedoms of a democracy to enlighten, help and agitate for those enslaved by a dictator.

이 點에 비춰볼 때 北韓 政權을 非難하는 傳單紙와 短波 라디오, 옷 等을 담은 風船을 北韓으로 보내는 것을 中止시킨 統一部의 辨明은 理解하기 어렵다. 南韓은 民主主義 國家다. 獨裁者에 依해 統治되는 住民들을 敎化하고, 도우며, 煽動하는 것은 民主主義 國家 市民의 義務다.

Last month I met Lee Chun-sim who was a nurse in the North Korean Army. She came to South Korea last month. Ms Lee first learned another life was possible when as a member of the North Korean Army she came across a balloon that carried radios, clothing and pamphlets denouncing the North Korean government. After clandestinely listening to South Korean radio broadcasts Ms Lee began to dream of a different life.

Ms Lee wants the balloons to continue to be sent. “They should not be stopped. That is how I got to know about South Korea. I dreamt about going to South Korea,”she says.

最近 나는 北韓軍에서 看護師로 活動했던 이춘심이라는 분을 만났다. 지난달 韓國에 들어온 그는 北韓軍에 있을 때 北韓 政權을 非難하는 傳單紙와 短波 라디오, 옷 等이 담긴 風船을 發見하고 이 世上에서 다른 삶이 可能하다는 것을 처음으로 알게 됐다고 말했다. 李氏는 隱密히 南韓의 라디오放送을 들은 뒤 다른 삶을 꿈꾸기 始作했다. 그는 對北 風船이 繼續 보내지기를 願한다며 “對北 風船 보내기를 멈춰선 안 됩니다. 그것을 통해 저는 南韓으로 오는 꿈을 꿀 수 있었습니다”라고 말했다.

Something is Rotten in South Korea‘s Opposition

(野黨의 不適切함)

I am not, I am absolutely sure, the only one who is profoundly disappointed with the behavior of the country‘s National Assembly men and women. Faced with plummeting foreign investor confidence in the guardians of the Korean economy, legislators have preferred fisticuffs to reasoned debate. Amid mounting evidence that a comprehensive package of measures is needed to underpin the economy, the parliament has instead been subjected to shouting matches, boycotts and blockades.

斷言컨대 나만 이 나라 國會議員들의 行爲에 失望한 건 아니다. 韓國 經濟의 保護膜인 外國 投資者 信用이 크게 떨어지면서 議員들은 理性的인 討論보다는 亂鬪劇을 더 選好해왔다. 經濟의 基礎를 補强하기 위해 包括的인 措置가 必要하다는 徵候가 커져가는 가운데 國會는 시끄러운 말다툼을 벌이고 보이콧, 封鎖政策을 겪고 있다.

Much of the blame lies with the members of the opposition who have acted as petulant five year olds rather than as adult members of society, conscious of their obligations to the country which gave them their responsibilities. The opposition‘s electoral humiliations in the presidential and parliamentary elections has served, it seems, only to embolden them to embark on a path of irresponsibility and recklessness. Of the raft of the legislation the ruling party wanted passed during the latest parliamentary session, only a trickle have been passed because of the opposition parties‘ refusal to countenance a vote. By doing so the opposition has demeaned itself further in the public‘s eyes. They have shown no respect to the nation which voted comprehensively for a tax cuts, deregulation and privatization.

特히 非難은 野黨 議員들이 듣고 있다. 그들은 責任을 附與한 國家에 對한 義務를 잘 의식하고 있는 社會의 成人 構成員이라기보다는 火 잘 내는 다섯 살 꼬마처럼 行動했다. 지난 大統領選擧와 國會議員選擧에서의 敗北가 無責任과 無謀함으로 가는 길로 나서도록 勇氣를 줬는지도 모른다. 12月8日 現在 與黨이 定期國會에서 통과시키고 싶어했던 많은 法律 가운데서도 아주 少數만 通過된 狀態다. 野黨이 拒否했기 때문이다. 그렇게 함으로써 野黨은 스스로 國民 앞에서 品格을 떨어뜨렸다. 그들은 減稅와 規制撤廢, 民營化 政策을 支持하며 투표했던 많은 國民에게 아무런 尊敬心도 보여주지 않았다.

Whatever ones opinion is of President Lee Myung-bak‘s neo-liberal economic agenda, the elections in the last 12 months have given his government the right to pursue his policies. By disrupting parliament to the extent where even next year‘s budget is cruelly delayed, the opposition has proved itself to be no guardians of the country‘s well being. The opposition may have succeeded in stymieing the president and his legislation, but they have sown the seeds of their demise with their actions. Few voters would trust them to take over the reins of the country again in four years after their performance this year. More worryingly, perhaps, is that the opposition has also contributed to rising cynicism about politicians. If people are cynical about their lawmakers it can only sap the strength of the foundations of a democracy. That perhaps is the opposition‘s greatest crime.

李明博 大統領의 新自由主義 經濟 語젠더에 對해 個人的인 意見이 어떻든 間에 지난 12個月 사이의 選擧는 그의 政府에 그 政策을 追求할 權利를 줬다. 甚至於 2009年度 豫算案까지 통과시키지 못하게 붙잡을 程度로 國會를 混亂에 빠뜨림으로써 野黨은 이 나라 繁榮의 守護者가 못 된다는 것을 스스로 立證한 셈이다. 野黨은 大統領과 그의 法律案을 妨害하는 데는 成功했을지 모르지만, 自身들의 行動으로 그 法律案들이 廢棄되도록 하는 씨를 뿌린 셈이다. 올해 그들의 行爲로 인해 選擧權者들은 野黨이 4年 안에 이 나라의 統制權을 掌握하도록 信賴를 보내지 않을 것이다. 더욱 우려스러운 것은 野黨의 行爲가 政治 冷笑主義를 擴散하는 데 寄與하고 있다는 點이다. 萬若 사람들이 國會議員들에 對해 冷笑的으로 된다면 民主主義 土臺의 힘을 약화시킬 뿐이다. 이것이 野黨의 가장 큰 犯罪 아닐까.

Bridge between society?s disparate groups

(社會統合에 나서라)

Much was made of President Lee Myung-bak‘s appearance at the G-20 and APEC meetings. I confess to be nonplussed by his performance in Washington and Lima. Perhaps that is unkind. A small country like South Korea can never hope to have the impact on the world stage as the largest economies.

李明博 大統領이 G-20과 APEC(아시아太平洋經濟協力體)의 여러 會議에 參加했다. 워싱턴과 리마에서 있었던 그 行事에서 李 大統領의 튀는 行動으로 나는 좀 당혹스러웠다는 點을 밝힌다. 아마도 그건 思慮 깊지 못한 것 아닐까. 韓國과 같은 작은 나라는 經濟大國들 間의 世界 舞臺에서 强力한 影響力을 行使할 수 없다.

Still, when the Mr Lee returned home I expected an action plan by the president. There was, instead, largely silence. Yes, there have been radio broadcasts and appearances before business leaders. But Mr Lee has proved inept at rallying his party, the bureaucracy and parliament behind him.

李 大統領이 歸國했을 때 나는 實踐 計劃을 期待했다. 그러나 代身에 긴 沈默만 있을 뿐이다. 勿論 라디오 演說과 財界 人士들 앞에는 모습을 드러냈다. 그러나 이 大統領은 自身의 黨과 官僚, 國會를 結束시키는 데는 서투르다는 것을 보여줬다.

The current times call for a president who can build bridges between society‘s disparate groups. After the fiasco of Mr Lee‘s response to the protests about the import of American beef, one would have thought the president would have learned that he needed to embark on charm offensive. Instead, Mr Lee seems more and more of a prisoner of the Blue House. Has the president lost his nerve?

이 時代는 社會의 異質的 그룹들을 連結시킬 수 있는 大統領을 要求하고 있다. 美國産 쇠고기 輸入에 對한 抵抗에 제대로 對應하지 못한 뒤 이 大統領이 問題를 일으킨 사람들에게 매우 寬大할 必要가 있다는 事實을 배웠으리라고 생각할 것이다. 그러나 그 代身 이 大統領은 더욱 더 靑瓦臺의 捕虜처럼 보인다. 大統領이 氣가 죽었을까?

Such a president is not going to serve the nation well during these times. Mr Lee needs to be spending his days on the road, talking, walking, questioning and reassuring the country‘s embattled citizens. He must rally the nation. Mr Lee must be seen to be doing much in formulating policies to ensure the country does not suffer another devastating blow as it did 11 years ago. Mr Lee needs, through charm, threats or a combination of both, to forge consensus among the dysfunctional legislature so that bills are passed.

이 時代에 그런 大統領은 이 나라를 위해 제대로 奉祀하지 못할 것이다. 李 大統領은 길에서 말하면서, 걸으면서, 質問하면서 그리고 어려움에 處한 市民들을 안심시키며 하루하루를 보낼 必要가 있다. 그는 이 나라를 結束시켜야 한다. 李 大統領은 11年 前 이 나라가 겪었던 것과 같은 破壞的인 打擊(IMF 體制)을 입지 않을 것이라는 確信을 주는 政策을 만드는 데 많은 時間을 割愛해야 한다. 李 大統領은 法案이 通過되도록 당근과 채찍, 或은 그 둘의 結合을 통해 제 機能을 못하고 있는 國會에서 컨센서스를 만들 必要가 있다.

South Korea is suffering, like many others, a crises in confidence. It needs a decisive president to navigate its way through the shoals of this deepening economic recession. Mr Lee, as head of state, must prove himself to be the man of the hour. If not, it will not only be his reputation that will suffer a mortal blow. It will be the country.

韓國은 다른 國家들처럼 信用危機를 겪고 있다. 그래서 이처럼 깊어가는 景氣 沈滯의 危險을 헤쳐나갈 수 있는 果斷性 있는 大統領이 必要하다. 한 國家의 首長으로서 이 大統領은 스스로 現在 가장 큰 關心을 받고 있는 사람임을 立證해야 한다. 그렇지 않으면 致命的인 打擊을 받는 것이 그의 評判만은 아닐 것이다. 이 나라도 그런 打擊을 받을 것이다.
