노리치는 保守 政治人이자 外交官으로 後날 노리치 自作이 되는 더프 쿠퍼 와 有名한 美人이자 社交界의 一員이던 레이디 다이애나 매너즈 의 아들이다. ^[4] 아버지쪽을 통하여 노리치는 윌리엄 4歲 와 그의 政府 도로시어 조던 의 피를 물려받았다.

노리치는 캐나다 토론토의 어퍼 캐나다 칼리지(2次大戰을 避해 그곳에 머물렀었다)에 다니다 이튼 스쿨과 스트라스부르 大學에 進學했다. 노리치는 옥스퍼드 뉴 칼리지에서 프랑스語와 러시아語를 專攻하기 前, 王立 海軍에 服務했었다. ^[5]

옥스퍼드 卒業 後 英國 外務部에 들어간 존 줄리어스 쿠퍼는 유고슬라비아와 레바논에서 勤務했으며, 제네바 軍縮會議에서 英國 代表團 一員으로 參席하기도 했다. 1954年 아버지가 죽고 쿠퍼는 1952年 아버지 더프 쿠퍼가 授與받은 作位인 노리치 子爵위를 相續받았다. ^[6] 이 爵位는 그에게 上院議員 자리에 앉을 權利를 주었으나, 1999年 上院 法令으로 이 權利는 사라지게 된다. ^[7]
