蘇聯 憲法 은 最高 소비에트 常任幹部回 議長을 蘇聯 에서 가장 높은 國家機關 代表라고 規定하고 있다. 常任幹部回 議長은 國家元首 로서 儀典上의 機能을 많이 遂行하지만 實際 權力은 거의 없었다. 實權은 政府首班人 閣僚評議會 議長 이나 共産黨 總帥인 共産黨 中央委員會 書記長 이 갖는다. 그나마도 1977年 以後로는 大槪 書記長이 常任幹部回 議長을 兼任하였다.
