公共歷史

公共歷史 (公共歷史)는 歷史學에서 이루어지는, 訓鍊받은 사람들에 依한 廣範圍한 活動으로, 專門學問의 範圍 밖에서 이루어진다. 公共歷史는 歷史의 保存, 記錄學, 口述歷史, 博物館 큐레이팅, 그리고 다른 關聯分野에 깊이 聯關된다. 이 分野는 1970年代末부터 美國과 캐나다에서 漸次專門化 되었다. 公共歷史의 實踐을 위한 現場은 博物館, 歷史的住宅, 歷史遺跡地, 公園, 戰場, 記錄保管所, 映畫, 텔레비전 會社 그리고 各級政府機關이다.

公共歷史는 廣範圍한 實際事項과 聯關되고, 많은 다른 分野에서 일어나기 때문에 正確하게 範圍를 特定하기는 어렵다.

네 가지 基本的인 要素를 公共歷史家라고 하는 人士들의 對話로부터 이끌어 낼 수 있다:

歷史學的方法의 適用
純粹學問에서나 骨董品이나 古書蒐集目的을 넘어서는 範圍에서 歷史的知識의 有用性을 强調하는 것.
專門敎育 및 實習에 重點
過去와의 公共關係를 深化시키고 權限을 附與하는 目標

이러한 要素들은 1989年美國公共歷史에 關한 全國協議會 (National Council on Public History) 미션 宣言文에 다음과 같이 表現되어 있다.

또한 2007年 NCPH board(國家公共歷史委員會)의 正義에서 “公共歷史는 歷史의 共同實習을 위한 硏究活動, 方法論, 接近이며, 實行者들이 특별한 洞察力을 갖고 接近可能하고 公共에 有用하도록 하는 것이다.” 그러나 이런 定義는 挑戰을 불러온다. 卽公共歷史가 專門的인 또는 訓鍊된 歷史家에 依한 努力만으로 이루어지느냐 아니면 歷史權威가 이 分野에 對한 核心要素여야 하는가 하는 것이다. 다른 이들은 公共歷史를 위한 많은 “公共”의 存在가 定義하는 일을 複雜해지게 한다는 點을 指摘한다. 例를 들면, 歷史가 피터 노빅은 公共歷史라고 하는 많은 部分이 事實은 私的인 歷史(例를 들면 共同의 歷史이거나 記錄保管所를 만드는 것) 또는 大衆歷史( 例를 들면 歷史學의 規準 밖에서 이루어지는 硏究 또는 展示)라고 하는지를 疑問을 提起하였다. 캐새이 스탄톤도 亦是北아메리카의 公的歷史에서 좀 더 急進的인 要素를 찾아내었으며 “公共歷史活動에서 進步的인 活動을 위하여 얼마나 만큼의 空間이 餘裕가 있는가?”라고 質問을 하였다.

힐다 킨과 폴 애쉬톤은 亦是英國이나 濠洲, 뉴질랜드 그리고 美國에서 公共歷史의 差異點을 論하면서 “歷史家들”과 “그들의 公共歷史” 사이의 嚴格한 區分에 反對하는 立場을 取하였다. 거의 4,000名을 對象으로 한 2008年美國에서의 調査는 그 用語에 對하여 1/4程度의 比率이 그것이 自身들의 일에 適用할 수 있는지 留保를 表明한 것으로 나타냈다.

一般的으로 公共歷史家라는 用語를 受容하는 사람들은 分野의 境界가 模糊하다는 點을 受容하고 있다. 公共歷史와 學術歷史의 病熱은 無視할 수 없으며, 이는 누군가가 우리들이 一般的으로 받아들이는 歷史를 누군가 다시 定義하는 것은 複雜性을 誘導하기 때문이다.

존 토시는 公共歷史를 硏究한 歷史家로서 가장 生産的인 討論이 口述歷史로부터 어떻게 나오는가를 論하였다. 口述歷史는 그들의 記憶을 인터뷰한 것이었다.

公共歷史의 正義는 아직도 未確定으로 남아 있으며 다른 聽衆과 目的 그리고 政治的經濟的文化的設定으로 專門家의 關係 속에 連續的인 再論議가 이루어 질 것이다.

例를 들면, 歷史가 가이 非너는 公共歷史의 通商槪念이 充分하지 않게 “歷史가 隱密하게 다시 論議되는 것을 매우 密接해지는 것과 歷史를 私的이거나 公的인 面이 장난이 되어 버리는 것의 複雜한 關係”라고 結論지었다.

公共歷史에는 많은 先例自家 있다. 이 歷史에는 博物館, 歷史關聯團體, 公共的인 그리고 私的인 記錄保管所와 蒐集物, 遺傳的인 記念物關聯團體, 保存機關, 歷史的인 것 遺物關聯課題, 政府機關의 事務所, 그리고 모든 種類의 人氣있는 文化에서 歷史의 描寫等이다.(예를 들면, 歷史 픽션)

루드밀라 조르다노바(Ludmilla Jordanova)는 또한 “國家는 公共歷史의 核心에 있으며 公共歷史를 國家의 負傷과 連結시킨다는 것을 觀察했다. 英國의 神學者 윌리엄 팔레이는 1794年公共歷史는 成功과 失望의 記錄이며, 滿足 속에 사는 사람들 間의 다툼이라는 것이다.

19世紀後半과 20世紀前半에 西部大學에서 歷史學이 形成되었으며 이것은 專門的으로 歷史를 試驗했던 學者들을 아마추어나 公共의 施行者로부터 漸進的으로 分離시키는 效果를 가져오게 되었다.

公共場所에서 일하는 訓鍊된 歷史家들이 繼續 있었지만, 20世紀中盤까지 專門歷史家들 사이에서 大衆의 參與가 全般的으로 줄었다.

1970年代 많은 政治的經濟的社會的史料編纂의 開發이 이러한 趨勢를 逆轉시켜 "公共歷史"라고 明示的으로 밝히는 새로운 分野를 만들기 위해 努力했다.

1960年代와 1970年代의 社會的正義運動은 많은 歷史的인 敍述의 焦點이 된 “偉大한 男子들”이라기 보다는 非主要人士와 女人이나 勤勞人 사람들 人種的으로 少數인 사람들의 歷史에 關心을 가지게 되었다. 英國에서는 이것이 歷史 워크샵 運動을 통하여 나오게 되었다.

많은 歷史家들은 社會歷史를 主題로 받아들였으며, 一部는 活動家 또는 公共志向的인 方式으로 奬學金을 使用하는 方法으로 公共 프로젝트에 參與하기를 熱望했다.

美國에서는 歷史家로서의 學問分野 일자리가 深刻하게 不足하기 때문에 學問以外의 일에 從事하게 한다.

同時에 많은 西部유럽 國家에서는 公共的으로 財政的 뒷받침이 된다. 美國 200周年記念制같은 國家的祝祭부터 濠洲나 카나다 같은 나라의 多文化 프로젝트와 , 系譜에 對한 大衆의 關心, 民俗과 家族의 뿌리를 追跡함으로써 그리고 다른 歷史關聯活動도 이루어진다.

많은 工業國家에서 脫工業化의 結果로 政府는 地方歷史와 落後地域의 再活性化의 基盤造成이나 觀光客誘致를 위한 文化에 支援하고 있다.

必要, 性向 또는 둘다에서 漸漸歷史에서 大學院을 卒業하고 非學問的 일자리에서 일을 하는 사람들이 많아졌다.

1966年美國歷史保存法이나 1970年代의 카나다 歷史硏究者의 公共서비스로 包含시키는 것 같은 公共政策決定과 文化투어의 增加와 博物館의 專門化增加, 歷史學會增加 같은 것은 歷史學分野를 발전시키게 하였다.

美國에서 公共歷史分野의 誕生은 캘리포니아大學 산타바바라캠퍼스에서 始作하였는데 그大學 로버트켈리는 歷史學科敎授인데 1976年에 록펠러財團의 硏究費를 받아 大學課程을 開設하여 公的이나 社說分野의 經歷을 위하여 젊은 歷史家를 養成하였기 때문이다.

켈리는“공공 歷史”라는 槪念을 獨自的인 分野로 생각하면서 물 訴訟事件에서 컨설턴트 및 法律證人으로 廣範圍한 經驗을 쌓았다.

1978年 아리조나 스콧데일과 1979年 캘리포니아 몬테시토에서 있었던 學術會議는 새로운 分野의 誘發을 促進하는데 도움이 되었습니다

1978年公共歷史家라는 專門學術誌의 發刊을 始作하였고 1979年에는 國家曲공歷史委員會를 設立하여 公共心있는 歷史家에게 學問하게 하고 實行가를 미션, 經驗, 方法을 共有하는 面에서 도움을 주었다.

캐나다의 公共歷史는 여러面에서 비슷한 軌跡을 따라오고 있는데, 1970年代學問分野의 職業危機를 겪은 經驗과 公共歷史家를 위한 雇傭員으로서 政府의 重要性 같은 것이다.

1983年 워터루大學은 公共歷史에서 마스터스프로그램을 만들었고(지금은 없어졌다), 그後 1986年 웨스턴온타리오大學이 뒤따랐고, 2002年엔 칼튼大學이 뒤를 이었다.

美國에서와 마찬가지로 카나다의 歷史와 遺産프로젝트에의 公共펀딩은 過去 20年間 줄어들었으며 公共哲學者는 漸漸 더 많이 依存하는 趨勢이다.

公共歷史는 또한 濠洲에서도 있는 分野이며 유럽이나 다른 地域에는 程度가 덜하다.

라틴아메리카에는 公共歷史가 브라질에서 第一活性化되어 있는데 社會歷史와 口傳歷史와 密接히 關聯되고 있다.

2012年 브라질公共歷史네트웨크가 創立되었는데 出版이나 國內나 國際的인 行事를 支援하는 일을 맡고 있다. 創意的인 汎世界的인 對話를 促進하기 위한 것이다.

美國과 캐나다에서처럼 많은 나라에서 꼭 公共歷史라고는 할 수 없지만 비슷한 事項이 歷史家나 歷史의 解釋에서 이루어지고 있다.

國際公共歷史聯盟(IFPH-FIHP)李 2010年創立되고 2012年에는 國際運營委員會가 選擧에 依해 結成되었다. IFPH는 國際歷史學委員會 안에 있는 常設小委員會이다.

IFPH는 公共歷史의 實行과 가르치는 일에 關하여 國際的인 交流를 넓히는 努力을 하고 週間公共歷史와 協同作業中의 하나이다.

公共歷史는 發展을 繼續해가고 있으며 스스로 定義를 해가고 있다. 現在 많은 學部와 大學院 에 公共歷史프로그램이 美國 캐나다 그리고 다른 나라에 開設되어 있다(아래의 目錄과 連結參考).

이 分野는 歷史學의 知識의 創造에서 폭넓은 參與와 接近에 重點을 두고 電子歷史와 自然的으로 시너지效果를 갖고 發展해 간다.

最近에 NCPH Book Award가 每年授與되어 公共歷史의 奬學金이 漸漸 늘어나고 있다.

몇 個 나라에서 硏究가 進行되었다. 사람들이 어떻게 公共歷史家의 센스를 自己들의 過去와 靑瓷들을 連結하는데 理解하고 聯關시키는지 하는 것이었다.

世間의 耳目을 끄는 “歷史戰爭”李 여러 곳에서 最近에 공空前施行社와 歷史의 解釋에 일어나는 동안 公共歷史家들은 이런 것을 過去의 意味에 對하여 旺盛한 討論에 參與하는 機會로 歡迎하는 傾向이 있다. 그러면 이것들의 意味에 到達하는 것에 對해 論爭하게 된다(예를 들면 植民과 原住民의 歷史에 對한 濠洲의 論爭, “누가 카나다 歷史를 죽였는가?” 라는 1998年 잭 그라낫슈타인의 冊에 對한 論爭, 1994年의 國家航空宇宙博物館의 에올라게이 爆彈에 對한 企劃展論爭等이 있다.)

地域에서 蒐集해서 公開的으로 發表하는 歷史의 進化하는 한 形態는 日常의 歷史를 蒐集하는 새로운 形態를 促進하는 풀뿌리 레벨에서 아직 作動한다. 歷史는 This House Could Talk and the Humanities Truck 보다 덜 重要하고 效果가 덜한 歷史의 公公然한 表現이었다 .
