• 버락 오바마 美國 大統領은 1月20日 워싱턴 DC 議會議事堂 앞에서 18分間의 就任辭를 했다. 第2次 世界大戰 以後 美國 大統領의 就任辭는 平均 20~25分이었다. 1841年 해리슨(William Henry Harrison·1773~1841) 大統領은 暴雨 속에서 1時間45分 동안 就任辭를 한 뒤 肺炎에 걸려 한 달 만에 死亡하기도 했다. 이番 就任 演說에 對한 評價는 엇갈린다. 記憶할 만한 名文章度 없을 뿐만 아니라 그의 長技였던 ‘Yes, we can!’과 같은 檄文(檄文)的 要素도 없었다. 보통의 文章으로 해야 할 말을 執拗하게 說破했다. 實事求是(實事求是)의 演說文이다.

오바마는 링컨을 精神的 支柱로 삼고 있다. 링컨의 목소리는 쇳소리였기 때문에 듣기에 거북했다. 그러나 卓越한 文章力으로 이를 克服했다. 그것은 努力의 産物이었다. 링컨은 聖書·셰익스피어·英語文法冊을 외우다시피 했다. 오바마는 하버드大 104年 歷史 最初의 黑人 ‘하버드 로스쿨 리뷰(Harvard Law School Review)’ 編輯長으로 글쓰기를 訓鍊했다.

오바마는 2008年 11月4日 밤 ‘大統領 當選者 當選受諾 演說 President-elect‘s victory speech’에서 링컨의 말을 상기시켰다. More than two centuries later a government of the people, by the people, and for the people has not perished from the Earth.(200年 以上이 지난 只今, 國民의 國民에 依한 國民을 위한 政府가 이 地球上에서 滅亡하지 않았다.)

오바마는 마틴 루터 킹을 또 하나의 精神的 支柱로 삼고 있다. 킹 牧師가 버밍엄 監獄에서 쓴 My Dear Fellow Clergymen(나의 親愛하는 聖職者님들)으로 始作하는 글(1963年 4月 16日)에는 한 文章(sentence)에 副詞節 ‘when you ~’가 9番이나 反復되어 리듬감을 준다. 1963年 8月28日 마틴 루터 킹 牧師는 奴隸解放 100周年을 맞아 워싱턴 DC의 링컨記念館에서 行한 演說에서, 主題文 I have a dream(나에겐 꿈이 있습니다)과 Let freedom ring(自由의 鐘소리가 울려 퍼져야 합니다)을 數없이 反復함으로써 音樂性을 加味시켰다.

指揮者처럼 聽衆을 휘어잡는 名 演說家

오바마는 亦是 ‘President-elect‘s victory speech’에서 ‘美國은 모든 것이 可能한 나라(America is a place where all things are possible)’라고 宣言하면서, 演說 後半部의 各 節 끝에 “Yes, we can!”이라는 리프레인(refrain·後斂)을 되풀이하는 音樂的 演出을 하였다. 케네디의 修辭法인 對句法(parallelism)과 交叉對句法(chiasmus) 要素도 집어넣었다.



The change we need doesn‘t come from Washington. Change comes to Washington. Change happens because the American people demand it - because they rise up and insist on new ideas and new leadership, a new politics for a new time. (우리가 必要로 하는 變化는 政府에서 나오는 것이 아닙니다. 變化란 政府로 들어가는 것입니다. 變化는 일어납니다. 美國 國民이 變化를 要求하기 때문입니다. 國民이 일어서서 새 時代를 위한 새로운 생각, 새로운 指導力, 새로운 政治를 主張하기 때문입니다.)

오바마는 大衆演說(public speaking)과 感情에 呼訴하는 說得(emotional persuasion)에 대단히 能熟하다. 목소리도 呼訴力 있는 低音이다. 마치 오케스트라의 指揮者가 樂團 全體를, 同時에 單元 個個人을 正確히 휘어잡듯 聽衆을 쥐락펴락 들었다 놨다 한다. 美國의 言語學者이며 政治評論家(political commentator)인 맥오터(John Hamilton McWhorter·1965~)는 그의 演說 솜씨에 對해서 이렇게 評했다.

I like that he is a thinking person. I like that he is good at rubbing a noun and a verb together. Often black people are termed “articulate”whose verbal skills would elicit no comment if they were white, but Mr. Obama actually is bracingly adept with words. (나는 오바마가 分別力 있는 사람이어서 좋아한다. 그가 名詞와 動詞를 잘 짜 맞추는 文章驅使能力이 卓越한 사람이어서 좋아한다. 흔히 白人이 말을 能熟하게 하면 評價를 받지 못하지만 黑人이 말을 老鍊하게 잘하면 “發音이 또박또박하고 論理가 井然하다”는 論評을 듣게 된다. 그러나 오바마는 正말 言語道士다.)

이番 就任 演說은 보통의 文章으로 하고자 하는 말만 忠實하게 잘 要約해서 담았다. 名文章이나 虛名보다는 實事求是에 焦點을 맞췄다. 그럼에도 演說 末尾를 보면 ‘當選 演說’에서 눈길을 끌었던 ‘Yes, we can!’ 같은 語調가 그대로 숨 쉬고 있음을 알 수 있다.

Forty-four Americans have now taken the presidential oath. The words have been spoken during rising tides of prosperity and the still waters of peace. At these moments, America has carried on not simply because of the skill or vision of those in high office, but because We the People have remained faithful to the ideals of our forbearers, and true to our founding documents. So it has been. So it must be with this generation of Americans.

That we are in the midst of crisis is now well understood. Our nation is at war, against a far-reaching network of violence and hatred. Homes have been lost; jobs shed; businesses shuttered. Our health care is too costly; our schools fail too many; and each day brings further evidence that the ways we use energy strengthen our adversaries and threaten our planet.

These are the indicators of crisis, subject to data and statistics. Less measurable but no less profound is a sapping of confidence across our land ? a nagging fear that America‘s decline is inevitable, and that the next generation must lower its sights. Today I say to you that the challenges we face are real. They are serious and they are many. They will not be met easily or in a short span of time. But know this, America ? they will be met.

On this day, we gather because we have chosen hope over fear, unity of purpose over conflict and discord. On this day, we come to proclaim an end to the petty grievances and false promises, the recriminations and worn-out dogmas, that for far too long have strangled our politics.

오늘 우리는 恐怖보다는 希望을, 葛藤과 不和보다는 共同目標를 選擇했기 때문에 모였습니다. 오늘 우리는 오랫동안 우리의 政治를 膣式시켜왔던 些少한 不滿과 거짓 約束, 泥田鬪狗, 낡은 獨斷에 終止符를 찍기 위해 모였습니다.

We remain a young nation, but in the words of Scripture, the time has come to set aside childish things. The time has come to reaffirm our enduring spirit; to choose our better history; to carry forward that precious gift, that noble idea, passed on from generation to generation: the God-given promise that all are equal, all are free, and all deserve a chance to pursue their full measure of happiness.

우리나라는 如前히 젊은 나라입니다. 그러나 聖經에 있는 말씀처럼 이제는 幼稚한 짓을 집어치워야 할 때가 되었습니다. 우리의 忍耐心을 다시 確認할 때가 되었습니다. 더 나은 歷史를 選擇할 때가 되었습니다. 所重한 膳物, 卽 面面이 이어져온 高貴한 以上을 다음 世代에게 넘겨줄 때가 되었습니다. 萬人은 平等하고 자유로우며, 모두가 幸福을 듬뿍 追求할 機會를 가질 資格이 있다는 天賦의 約束 말입니다.

In reaffirming the greatness of our nation, we understand that greatness is never a given. It must be earned. Our journey has never been one of shortcuts or settling for less. It has not been the path for the faint-hearted ? for those who prefer leisure over work, or seek only the pleasures of riches and fame. Rather, it has been the risk-takers, the doers, the makers of things ? some celebrated but more often men and women obscure in their labour, who have carried us up the long, rugged path towards prosperity and freedom.

For us, they packed up their few worldly possessions and travelled across oceans in search of a new life. For us, they toiled in sweatshops and settled the West; endured the lash of the whip and plowed the hard earth. For us, they fought and died, in places like Concord and Gettysburg; Normandy and Khe Sahn.

But our time of standing pat, of protecting narrow interests and putting off unpleasant decisions ? that time has surely passed. Starting today, we must pick ourselves up, dust ourselves off, and begin again the work of remaking America.

For everywhere we look, there is work to be done. The state of the economy calls for action, bold and swift, and we will act ? not only to create new jobs, but to lay a new foundation for growth. We will build the roads and bridges, the electric grids and digital lines that feed our commerce and bind us together. We will restore science to its rightful place, and wield technology‘s wonders to raise health care‘s quality and lower its cost. We will harness the sun, and the winds and the soil to fuel our cars and run our factories. And we will transform our schools and colleges and universities to meet the demands of a new age. All this we can do. And all this we will do.

Now, there are some who question the scale of our ambitions ? who suggest that our system cannot tolerate too many big plans. Their memories are short. For they have forgotten what this country has already done; what free men and women can achieve when imagination is joined to common purpose, and necessity to courage.

그런데 우리의 體制로는 너무 많은 큰 計劃을 堪當할 수 없다고 말하면서, 우리의 野心 찬 計劃에 疑問을 提起하는 사람들이 있습니다. 그들은 記憶力이 좋지 않아서 그런 것입니다. 그들은 이 나라가 이미 이룩한 業績을 잊어버렸습니다. 想像力이 共同目標와 結合될 때, 그리고 必要가 容器와 結合했을 때, 自由人이 무엇을 成就할 수 있는지를 잊어버렸기 때문입니다.

What the cynics fail to understand is that the ground has shifted beneath them ? that the stale political arguments that have consumed us for so long no longer apply. The question we ask today is not whether our government is too big or too small, but whether it works ? whether it helps families find jobs at a decent wage, care they can afford, a retirement that is dignified. Where the answer is yes, we intend to move forward. Where the answer is no, programs will end. And those of us who manage the public‘s dollars will be held to account ? to spend wisely, reform bad habits, and do our business in the light of day ? because only then can we restore the vital trust between a people and their government.

冷笑主義者들이 理解하지 못하는 것은 그들을 받치고 있는 바탕이 變했다는 點입니다. 다시 말해서 우리를 오랫동안 消盡시켜온 케케묵은 政治的 論爭은 더 以上 適用되지 않는다는 것입니다. 우리가 오늘 던지는 質問은 우리의 政府가 너무 큰 政府냐 작은 政府냐의 問題가 아니라, 政府가 제대로 機能을 하고 있느냐는 問題입니다. 卽 各 家族이 一定水準의 賃金을 받으며, 保障을 받으며, 品位 있는 隱退生活을 保障하는 職場을 얻는 데 도움을 주느냐의 問題입니다. 答이 ‘예’이면 우리는 前震합니다. 答이 ‘아니오’이면 프로그램은 끝장납니다. 公的資金을 管理하는 公務員들에게 責任感을 附與하여, 資金을 賢明하게 支出하고, 惡習을 改革하고, 일을 冷徹하게 處理토록 할 것입니다. 그렇게 해야만 비로소 國民과 政府 사이에 생생한 信賴가 回復될 수 있기 때문입니다.

♣ in the (cold) light of day: 冷徹하게

Nor is the question before us whether the market is a force for good or ill. Its power to generate wealth and expand freedom is unmatched, but this crisis has reminded us that without a watchful eye, the market can spin out of control ? and that a nation cannot prosper long when it favours only the prosperous. The success of our economy has always depended not just on the size of our gross domestic product, but on the reach of our prosperity; on our ability to extend opportunity to every willing heart ? not out of charity, but because it is the surest route to our common good.

또한 우리 앞에 놓여 있는 問題는 市場이 善을 위한 勢力인지 惡을 위한 勢力인지에 關한 것이 아니라는 點입니다. 富를 創出하고 自由를 擴散시키는 市場의 힘은 비길 데 없이 큽니다. 하지만 이番 危機를 통해, 監視의 눈이 없으면 市場이 統制 不能 狀態가 될 수 있다는 것을, 그리고 國家가 富裕層에게만 好意를 베풀면 오래 繁榮할 수 없다는 事實을 깨닫게 되었습니다. 우리 經濟의 成功은 國內總生産額의 크기뿐만 아니라 附加 미치는 範圍에도 달려 있습니다. 卽 機會를 모든 意欲的인 사람들에게 擴大하는 能力에 달려 있습니다. 慈善에서가 아니라 그것이 우리의 公共福祉에 이르는 가장 確實한 길이기 때문입니다.

As for our common defence, we reject as false the choice between our safety and our ideals. Our Founding Fathers, faced with perils we can scarcely imagine, drafted a charter to assure the rule of law and the rights of man, a charter expanded by the blood of generations. Those ideals still light the world, and we will not give them up for expedience‘s sake. And so to all other peoples and governments who are watching today, from the grandest capitals to the small village where my father was born: know that America is a friend of each nation and every man, woman and child who seeks a future of peace and dignity, and that we are ready to lead once more.

Recall that earlier generations faced down fascism and communism not just with missiles and tanks, but with sturdy alliances and enduring convictions. They understood that our power alone cannot protect us, nor does it entitle us to do as we please. Instead, they knew that our power grows through its prudent use; our security emanates from the justness of our cause, the force of our example, the tempering qualities of humility and restraint.

With old friends and former foes, we will work tirelessly to lessen the nuclear threat, and roll back the spectre of a warming planet. We will not apologize for our way of life, nor will we waver in its defence, and for those who seek to advance their aims by inducing terror and slaughtering innocents, we say to you now that our spirit is stronger and cannot be broken; you cannot outlast us, and we will defeat you.

For we know that our patchwork heritage is a strength, not a weakness. We are a nation of Christians and Muslims, Jews and Hindus ? and non-believers. We are shaped by every language and culture, drawn from every end of this Earth; and because we have tasted the bitter swill of civil war and segregation, and emerged from that dark chapter stronger and more united, we cannot help but believe that the old hatreds shall someday pass; that the lines of tribe shall soon dissolve; that as the world grows smaller, our common humanity shall reveal itself; and that America must play its role in ushering in a new era of peace.

여러 文化가 합쳐진 美國의 特性은 弱點이 아니라 强點이기 때문입니다. 우리는 基督敎도, 回敎徒, 유대敎徒, 힌두敎徒, 그리고 無神論者들로 이루어진 國家입니다. 우리는 이 地球의 곳곳에서 流入된 온갖 言語와 文化로 이루어진 나라입니다. 우리는 南北戰爭과 人種差別의 쓰라림을 맛보았으며, 强하게 團結해 어두운 時節을 헤쳐 나온 經驗이 있기 때문에, 過去의 憎惡는 언젠가 사라지리라는 것을, 部族의 血統이 사라질 것임을, 世界가 漸漸 작아짐에 따라 共同의 人間愛가 實現될 것임을, 그리고 美國은 새로운 平和時代를 여는 役割을 반드시 할 것임을 믿어 疑心치 않습니다.

To the Muslim world, we seek a new way forward, based on mutual interest and mutual respect. To those leaders around the globe who seek to sow conflict, or blame their society‘s ills on the West ? know that your people will judge you on what you can build, not what you destroy. To those who cling to power through corruption and deceit and the silencing of dissent, know that you are on the wrong side of history; but that we will extend a hand if you are willing to unclench your fist.

이슬람 世界에 對해 말합니다. 우리는 相互 利益과 相互尊重에 基盤을 둔 새로운 길을 摸索하고 있습니다. 葛藤의 씨앗을 뿌리려고 하거나 社會의 病弊를 西方에 뒤집어씌우려고 하는 全世界의 指導者들에게 말합니다. 여러분의 國民은 여러분이 破壞한 것이 아닌, 여러분이 建設한 것을 基礎로 여러분을 判斷할 것이라는 事實을 알아야 합니다. 腐敗와 속임數 그리고 反對者들에게 재갈을 물려 權力을 維持하는 者들에게 말합니다. 그대들이 歷史의 그릇된 쪽에 서 있다는 事實을 알아야 합니다. 그럼에도 그대들이 주먹을 펴고 鐵拳統治를 自發的으로 抛棄하려고 한다면 우리는 기꺼이 손을 내밀 것이란 事實을 알아야 합니다.

To the people of poor nations, we pledge to work alongside you to make your farms flourish and let clean waters flow; to nourish starved bodies and feed hungry minds. And to those nations like ours that enjoy relative plenty, we say we can no longer afford indifference to suffering outside our borders; nor can we consume the world‘s resources without regard to effect. For the world has changed, and we must change with it.

가난한 나라의 國民에게 우리는 當身들의 農場을 繁榮케 하고 깨끗한 물이 흐르게 하며 굶어 죽어가는 사람들에게 養分을 供給하고, 허기진 사람들에게 먹을 것을 주기 위해 當身들과 나란히 일하겠다고 約束합니다. 그리고 우리처럼 比較的 富裕한 나라에 말합니다. 우리는 더 以上 우리 國境 밖에서 苦痛 받고 있는 사람들에 對해 無關心하지 않을 것이며, 더 以上 結果에 對한 考慮 없이 世界의 資源을 浪費하지 않을 것입니다. 世界는 變했고, 이에 맞춰 우리도 變해야 하기 때문입니다.

As we consider the road that unfolds before us, we remember with humble gratitude those brave Americans who, at this very hour, patrol far-off deserts and distant mountains. They have something to tell us today, just as the fallen heroes who lie in Arlington whisper through the ages.

우리가 앞으로 나아가야 할 壯途를 생각하면서, 우리는 謙遜한 마음으로, 바로 이 瞬間 멀리 떨어져 있는 沙漠과 山岳에서 巡察 中인 勇敢한 美國人들을 記憶합니다. 오랜 歲月 동안 알링턴 國立墓地에 잠들어 있는 英雄들이 속삭이듯, 이들도 오늘 우리에게 말할 것이 있을 것입니다.

We honour them not only because they are guardians of our liberty, but because they embody the spirit of service; a willingness to find meaning in something greater than themselves. And yet, at this moment ? a moment that will define a generation ? it is precisely this spirit that must inhabit us all.

우리는 그들을 尊敬합니다. 그들은 우리의 自由를 守護하는 사람들일 뿐만 아니라 奉仕精神, 卽 自己 自身들을 뛰어넘은 더 偉大한 것에서 스스로 意味를 찾는 自發的 意志를 몸소 具現하고 있기 때문입니다. 게다가 한 世代를 規定하는 이 瞬間에, 우리 모두가 가져야 할 것이 있다면, 그것은 바로 이 奉仕精神입니다.

For as much as government can do and must do, it is ultimately the faith and determination of the American people upon which this nation relies. It is the kindness to take in a stranger when the levees break, the selflessness of workers who would rather cut their hours than see a friend lose their job which sees us through our darkest hours. It is the fire-fighter‘s courage to storm a stairway filled with smoke, but also a parent‘s willingness to nurture a child, that finally decides our fate.

政府가 最大限으로 일을 할 수 있고, 해야만 하기 위해서, 우리나라가 기댈 수 있는 것은 窮極的으로 美國 國民의 信賴와 決斷입니다. 우리가 이 힘든 時期를 벗어나려면, 堤防이 무너졌을 때 生前 처음 보는 사람을 받아들이는 親切, 親舊가 職場을 잃기보다는 自身의 勤勞時間을 줄이려고 하는 私心 없는 마음이 必要합니다. 結局 우리의 運命을 결정짓는 것은 階段에 꽉 찬 煙氣를 뚫고 突進하는 消防官의 勇氣, 그리고 아이를 키우는 父母의 獻身的 마음입니다.

Our challenges may be new. The instruments with which we meet them may be new. But those values upon which our success depends ? hard work and honesty, courage and fair play, tolerance and curiosity, loyalty and patriotism ? these things are old. These things are true. They have been the quiet force of progress throughout our history. What is demanded then is a return to these truths. What is required of us now is a new era of responsibility ? a recognition, on the part of every American, that we have duties to ourselves, our nation and the world, duties that we do not grudgingly accept but rather seize gladly, firm in the knowledge that there is nothing so satisfying to the spirit, so defining of our character, than giving our all to a difficult task.

우리에게 새로운 挑戰이 닥치고 있습니다. 挑戰에 應하는 方便도 새로워져야 합니다. 成功을 擔保하는 德目은 努力, 正直, 勇氣, 公正, 忍耐, 好奇心, 忠誠, 愛國心입니다. 이러한 것들은 檢證된 것이며, 틀림없는 것입니다. 이러한 德目은 우리의 歷史를 통틀어 前進의 조용한 힘이 되어왔습니다. 이番에 要求되는 것도 이러한 眞理로 되돌아가는 것입니다. 只今 우리에게 要求된 것은 새로운 責任의 時代라는 것입니다. 우리 모든 美國人이 우리 自身, 우리 國家, 全世界에 對해 任務를 갖고 있다는 것을 認知하는 것입니다. 이 任務란 우리가 마지못해 받아들이는 任務가 아니라, 어려운 責務에 우리의 모든 것을 맡기기보다는 차라리 우리의 精神을 만족시키고 우리의 稟性을 定義하는 데 比肩할 만한 것이 없다는 認識을 갖고서 기꺼이 그리고 斷乎히 받아들이는 그런 義務를 말합니다.

♣ There is nothing so satisfying to the spirit, so defining of our character (as duties)는 There is nothing so precious as time(時間만큼 所重한 것은 없다)과 같은 構造.

This is the price and the promise of citizenship. This is the source of our confidence ? the knowledge that God calls on us to shape an uncertain destiny. This is the meaning of our liberty and our creed ? why men, and women and children of every race and every faith can join in celebration across this magnificent mall, and why a man whose father less than sixty years ago might not have been served at a local restaurant can now stand before you to take a most sacred oath.

이것은 바로 市民權에 對한 代價이자 約束입니다. 이것이 바로 우리가 갖는 確信의 源泉입니다. 이것은 神이 우리에게 未定(未定)의 運命을 具體化해나가기를 要求하고 있음을 우리가 認識하는 것을 의미합니다. 이것이 우리의 自由와 우리 信念의 意味입니다. 이것이 모든 民族과 모든 信仰의 男女老少가 이 壯大한 行事場의 祝典에 參與할 수 있다는 理由입니다. 이것이 60年 前 洞네 食堂에 들어갈 수 없었던 아버지를 둔 제가 이제는 여러분 앞에 서서 宣誓를 하게 된 理由입니다.

So let us mark this day with remembrance, of who we are and how far we have travelled. In the year of America‘s birth, in the coldest of months, a small band of patriots huddled by dying campfires on the shores of an icy river. The capital was abandoned. The enemy was advancing. The snow was stained with blood. At a moment when the outcome of our revolution was most in doubt, the father of our nation ordered these words be read to the people: ?et it be told to the future world ... that in the depth of winter, when nothing but hope and virtue could survive ... that the city and the country, alarmed at one common danger, came forth to meet [it].?이제 우리는 우리가 누구이며 우리가 얼마나 먼 길을 旅行해왔는지를 記憶하며 오늘을 表示해둡시다. 美國이 誕生한 해에, 가장 추웠던 몇 달 동안 愛國者들이 무리지어 얼어붙은 江邊의 꺼져가는 모닥불 옆에서 作戰會議를 했습니다. 首都는 抛棄했고, 敵은 前進하고 있었습니다. 눈은 피로 물들었습니다. 獨立될 可望이 거의 稀微했을 때 建國의 아버지들은 다음 글을 國民에게 읽어주라고 했습니다. “오직 希望과 美德만이 살아남을 수 있었던 한겨울에 하나의 公共의 危險에 놀란 都市와 農村이 모두 危險에 맞서기 위해 나섰다는 것을 未來 世代에게 들려주도록 합시다.”

America. In the face of our common dangers, in this winter of our hardship, let us remember these timeless words. With hope and virtue, let us brave once more the icy currents, and endure what storms may come. Let it be said by our children‘s children that when we were tested, we refused to let this journey end, that we did not turn back nor did we falter; and with eyes fixed on the horizon and God‘s grace upon us, we carried forth that great gift of freedom and delivered it safely to future generations. Thank you, God bless you, God bless the United States of America.
