CONCURRENT RESOLUTION

Expressing the sense of the Congress over the reported murder of Lieutenant Colonel William Higgins and Hezbollah- sponsored terrorism.

Whereas the Congress is outraged at the reported brutal murder of Marine Lieutenant Colonel William Higgins and threats to American hostage Joseph J. Cicippio;

Whereas various factions of Hezbollah have claimed responsibility for the eight American hostages in Lebanon;

Whereas Iran created and financed Hezbollah;

Whereas Hezbollah has been involved in the death of approximately three hundred Americans, over seventy Frenchmen, and dozens of Israelis;

Whereas Hezbollah was responsible for the 1983 suicide car bomb attack against the United States Embassy in Lebanon, which left forty-nine dead and one hundred and twenty wounded, and the truck bombing of the United States Marine barracks, which killed 241 American peacekeeping troops; and

Whereas Hojatolislam Rafsanjani, the new President of Iran, has indicated that he wants to improve relations with the West: Now, therefore, be it

    Resolved by the House of Representatives (the Senate concurring), That the Congress--

      (1) expresses its deepest sorrow to the family of Lieutenant Colonel William Higgins over his reported murder and to the families of hostages of all nationalities being held in Lebanon;

      (2) recognizes that Iran is both directly and indirectly responsible for the captivity of the American hostages and the reported murder of Lieutenant Colonel Higgins;

      (3) urges the President to express to the Government of Iran through appropriate channels that the people of the United States hold Iran responsible for the death of Lieutenant Colonel Higgins, the captivity of the remaining American hostages, and all Hezbollah-sponsored terrorism;

      (4) commends the President and the Secretary of State for doing everything in their power to deter further threats to the American hostages; and

      (5) urges the President and the Secretary of State to continue exploring all possible channels for freeing the hostages and bringing to justice those who are responsible for the murder of Lieutenant Colonel Higgins and the captivity of the remaining hostages.
