Guarantees submitted by Ro 2016 exceed IOC requirements

The governmental guarantees offered by Rio 2016 went beyond the requests of the International Olympic Committee - IOC for this stage of the bidding to host the Olympic and Paralympic Games in 2016. The guaranties were submitted together with the response to the 25-point questionnaire, which was delivered to IOC, on Friday, January 11, in Lausanne, Switzerland - three days before the established deadline. "The commitments evidence the soundness of Rio's bid for 2016 and the certainty that we will be fully capable of organizing the Olympic Games in South America for the first time", stated, in Lausanne, Mr. Carlos Arthur Nuzman, the President of the Brazilian Olympic Committee and of 2016 Bid Committee.

Besides Mr. Nuzman, the Brazilian delegation included the Governor of the State of Rio de Janeiro, Sergio Cabral Filho, the Vice-Governor of the State of Rio de Janeiro, Luiz Fernando Pezao; Federal Administration Executive Secretary for Rio 2016, Ricardo Leyser, Rio State Secretary of Sports, Eduardo Paes, Rio City Hall Special Secretary for 2016, Ruy Cesar and 2016 General Secretary, Carlos Roberto Osorio. "The fact that the three levels of government attended the delivery of the bid files was recognized by IOC. "Our delegation was welcomed by the Executive Director of the Olympic Games, Mr. Gilbert Felli", Nuzman commented.

According to IOC rules, in this first stage the applicant cities for the 2016 Olympic Games are asked to submit a guarantee that the Olympic Charter will be complied with and that the host city will assure access to the country and freedom of movement to all persons accredited by the Olympic Games. Notwithstanding, in the letters signed by Brazil's President, Luiz Inacio Lula da Silva, the Governor of the State of Rio de Janeiro, Sergio Cabral Filho, and by the Mayor of the City of Rio de Janeiro, Cesar Maia, the three levels of government are assuming other important commitments. Among such commitments are financial guarantees for the staging of the Games; assurance that a transportation infrastructure will be established with an integrated transportation management structure; commitment to enforce a policy of environmental responsibility, sustainable development and accessibility for the Games. Additionally, the federal administration is assuming the responsibility of providing maximum security to all participants of the Games, establishing a single command for all the involved security forces. The three levels of government promised to invest in staff training and equipment to qualify Rio de Janeiro security structure.

To the Governor of the State of Rio de Janeiro, Sergio Cabral, the time has now come for Rio de Janeiro to host the Olympic Games. "The time is now. We did our homework and we have a sound project. Rio de Janeiro is ready to offer the world a unique way of celebrating the Olympic Games", he said. The federal government Executive Secretary for Rio 2016, Ricardo Leyser, underlined the importance of the delivery of the application file. "This is the first step towards the fulfillment of a dream that will completely change Brazilian sport, Rio de Janeiro and Brazil, opening new perspectives for the Brazilian youths", he emphasized. To Rio City Hall Special Secretary for 2016, Ruy Cezar, the Olympic Games in Rio will be a consequence of Rio 2007. "The success of Rio 2007 Pan American Games is an unequivocal proof of how capable Rio is of organizing large multi-sport events. We are offering all guarantees for the staging of Rio 2016 Games", he assured.

The document prepared by Rio 2016 is a 90-page file, broken down into 25 chapters, each of which approaching a specific subject defined by IOC and several attachments containing maps, blue prints and information tables covering details of transportation infrastructure, accommodation and venues.

As requested by IOC, on Friday, in Lausanne, the Brazilian delegation submitted 80 copies of the bid file and 30 electronic copies, a joint letter of guarantee signed by President Luiz Inacio Lula da Silva, the Governor of Rio de Janeiro, Sergio Cabral Filho and by the Mayor of the City of Rio, Cesar Maia, with specific attachments describing the undertakings from each level of government and support motions from Rio City Council and State Assembly. The bid files submitted by the applicant cities will be examined by a panel of IOC experts, which, in June, will select the finalists that will become Candidate Cities to host the 2016 Olympic Games.
