These crawls are part of an effort to archive pages as they are created and archive the pages that they refer to. That way, as the pages that are referenced are changed or taken from the web, a link to the version that was live when the page was written will be preserved.
Then the Internet Archive hopes that references to these archived pages will be put in place of a link that would be otherwise be broken, or a companion link to allow people to see what was originally intended by a page's authors.

The Census Bureau does not define small or large business, but
provides statistics that allow users to define business categories
in any of several ways:
Independently, the Small Business Administration defines
size
standards for each NAICS industry
[PDF] to determine which businesses are
eligible for its programs.

Business USA
About three quarters of all U.S. business firms have no payroll. Most are
self-employed persons operating unincorporated businesses, and may or may not
be the owner's principal source of income. Because nonemployers account for
only about 3.4 percent of business receipts, they are not included in most business
statistics, for example, most reports from the Economic Census.
Nonemployer Statistics

Employment Size of Establishments
A number of sources provide information by employment size of establishment: several reports from with national data from the 2007 Economic
Census, and the annual County Business Patterns which includes statistics by state. metro area, county, and ZIP Code. Most scholars prefer to define
small business in terms of the size of the entire company or firm, not individual
establishments. For example, most researchers would prefer to classify a large
fast-food chain as a large company rather than as a collection of small establishments.
