Vauxhall Nine Elms Battersea Opportunity Area Planning Framework

The London Plan identifies Opportunity Areas across the capital as places in London with the potential to accommodate substantial numbers of new jobs and homes. Vauxhall Battersea Nine Elms is such an area, which also forms part of the Central Activities Zone in central London, and as such presents a unique set of challenges and opportunities, lying within the boroughs of Lambeth and Wandsworth.

The Vauxhall Nine Elms Battersea Opportunity Area Planning Framework (OAPF) has been prepared in partnership with the London Development Agency, Transport for London, Lambeth Council, Wandsworth Council and English Heritage. The Consultation Draft OAPF, published in November 2009, was subject to formal public consultation for a period of 12 weeks ending on 29 March 2010.

Transport study

The report below presents the findings of the Vauxhall Nine Elms Battersea Opportunity Area Planning Framework (VNEB OAPF) Transport Study, commissioned by Transport for London, and has informed the development of the VNEB OAPF (Consultation Draft) November 2009. The study recommends that in order to enable and support a high density development scenario (such as the OAPF’s ‘revised scenario 5’) a package of strategic transport measures, such as an extension of the Northern Line to serve the OA, supported by a series of more local transport improvements, will be required.

Public Realm and Highways Modelling study

This report presents the findings of the Vauxhall Nine Elms Battersea ? Public Realm and Highways Modelling Study , commissioned by Transport for London, and which builds on the approach to public realm and highways as set out by the VNEB OAPF (Consultation Draft) November 2009. It includes detailed highways and pedestrian modelling, based on the preferred OA development scenario.

The study focuses on three key areas: Albert Embankment, Vauxhall Gyratory and Nine Elms Lane, and sets out a series of key principles and recommendations relating to the development of the wider public realm and highways in each of these areas. It also idenitifes a series of recommendations, such as highway and footway layouts and widths, opportunities for planting and greening of the environment and illustrates precedent images which highlight the quailty of environment envisaged as essential to promote and support successful development of the opportunity area and sets a focus for a clear and robust relationship between new residential and commercial development and the public realm and highway network to be achieved.  TfL is working with the boroughs and other key stakeholders to develop these concepts further.

Responses to consultation

Summaries of representations received in response to consultation on the draft Vauxhall Nine Elms Battersea opportunity area planning framework (November 2009) and the revised chapter 12: Section 106/CIL (February 2011) are now available to download.  All representations are being considered and will influence the content of the final OAPF.  The main issues raised will be reported to and considered by the Mayor prior to formal adoption.
