A Tough Balancing Act for Noynoy

As the deadline for the filing of candidacies draw near, realignments are now happening left and right with the Liberal Party (LP) and the Nacionalista Party (NP) being the main beneficiaries. Many administration stalwarts have left the so-called political giant, Lakas-Kampi, mainly due to the perceived weakness of their current standard bearer, Defense Secretary Gilbert Teodoro. Even within the ranks of the opposition parties, many have transferred from one camp to another with Bukidnon Rep. TG Guingona leaving Sen. Manny Villar's NP to be part of Sen. Noynoy Aquino's People's coalition as the Kaya Natin Movement-backed candidate and former Senator Serge Osmena leaving the Nationalist Peoples Coalition (NPC) to also be part of this LP-led Senate slate.

As these realignments continue, more and more civil society groups who are actively supporting the candidacy of Aquino and his runningmate, Senator Mar Roxas, are becoming wary of the possible political accommodations and transactional politicking that may occur. So far the LP has done well in selecting local and national candidates that represent the kind of new politics and good governance that Aquino personifies but there are persistent rumors that certain politicians with very shady backgrounds and are known to be corrupt are now trying their best to be part of the LP-led People's Coalition Senate slate and be openly endorsed by Aquino. This is no longer surprising given that Aquino has continued to lord it over the field of current Presidentiables in the recent surveys that have been conducted. As we grow closer to the deadline set by the COMELEC for filing of the certificate of candidacies, you can expect that there will be more of these "highly-experienced" political operators and politicians who will try their best to wiggle their way inside the inner circle of Aquino and Roxas. They will offer Aquino and LP their political machinery and wide network of supporters in exchange for a formal endorsement as an official candidate.


On one hand, the challenge for the people around Aquino is to ensure that these traditional politicians or "Trapos" are kept away from him and LP. They must never forget that the current strength of the Aquino campaign rests on his and his family's unquestionable integrity and character. If and when political compromises happen and become the norm of his campaign, he would've fallen into the trap laid down by his enemies who want him to fight them in their old game of patronage and money politics. In this kind of a game, Aquino will be at a disadvantage given that his current adversaries are savvier, more moneyed and more experienced in this kind of playing field. Aquino has a unique chance of bringing the campaign and politics in the country to a higher playing field that is primarily led no longer by the trapos but by ordinary people like you and me who will proactively work with him in bringing good governance and ethical leadership in our country. His national campaign manager, Former Department of Education Sec. Butch Abad hit it right in the head when he said that this is no longer just an Aquino campaign but it is a people's campaign. This kind of belief has made Aquino the runaway leader in all the surveys thus, his campaign must continue to be anchored on this if they want to ensure victory by May 2010.

On the other hand, the civil society and people's organizations that are supporting Aquino should also realize that it is also important to create alliances with politicians and political parties as long as these alliances do not compromise the core values of Aquino and the people's campaign. These alliances are necessary to ensure that Aquino's votes are counted properly and protected from the cheating machinery that is expected be in full throttle again come May 2010. Moreover, these alliances are important since if Aquino wins, he will have an easier time governing and implementing the necessary reforms if he will be able to have enough allies in Congress and the local government units. In the field of politics today, we cannot be purists and say that we despise all politicians and political parties since we have seen that not all politicians are engaged in patronage politics and corruption. These icons of good governance and ethical leadership are exemplified by the likes of Isabela Gov. Grace Padaca, Naga City Mayor Jesse Robredo, Ifugao Gov. Teddy Baguilat, Jr., San Isidro, Nueva Ecija Mayor Sonia Lorenzo and Pampanga Gov. Eddie Panlilio. The real key for Aquino and his campaign team is to find that unique balance between the ideals and values that he represents with the realities of Philippine politics. If he is able to find this balance and sustain this growing momentum until the elections, he will have the unique chance of making it to the history books by being able to get more than 50% of the votes, something that has not been achieved by any winning President in recent Philippine electoral history.

harvey, in all your contributed articles you seen to be focused on a particular party...heaping praises and giving insights on these particular candidates...this early on the election scene...it seems that the articles are being used to pre-condition the mind of the readers...and to sway judgement to favor them...i find the contributed articles very bias and presumptive that after the election...if ever they win the seat would deliver the kind of ideals being put forward...in similar example of a president across the sea...voted just about a year ago...who now is a great dissappointment because he cannot deliver on his words...

no balancing act required, noynoy should abandon the mayor/lgu support that past and present corrupt politicians require and use to promote their candidacies.

i say noynoy should ignore the local govt officials like the mayors, congressmen, barangay captain, our local officials have too much power, acting like feudal lords over the fiefdoms, its time to strip them of their power and give that power back to the citizens.

noynoy should also abandon the socialist and statist tendencies of almost all politicians. noynoy should destroy the current socialist and statist system here in the Philippines, and replace it with a real Christian and capitalist Republic.

he should abolish taxes, welfare and all welfare-related govt agencies, he should also abolish agencies like tourism, dpwh, decs, ched, bir, dole, and many more.

he should bring back respect for private property rights in this country, as well as respect for our other God-given rights and freedoms like the right to keep and bear arms for self defense, the right to contract, freedom of speech, freedom of religion, freedom of conscience etc.

that can only happen with a Christian Republic.

My family fought against the cronies of Marcos during the Martial Law here in Surigao. we've always remained active in supporting candidates who have the values and virtues of effective and honest leadership. we thought Noy was the perfect candidate. Until we found out he allied himself with the worst politicians our town shamefully bred and raised. sadly we will no longer be supporting the one we thought had the principles to bring this country together. it was an ill decision, one he and his party came to without consulting the local populace and civil society. how sad.

I would suggest you rethink the inclusion of Lorenzo as a Mayor with good governance and ethical leadership.
For one, they are defendants in as criminal case BP 22 Bouncing Checks amount reaching P10M
Second the mayor still has to liquidate a P11M loan from Quedancor
Third, The mayor is applying for a loan with the Land Bank far in excess that what the municipality can afford.

She taints the likes of Panlilio and Padaca who are practices good governance and ethical leadership are I admire so much. Kaya Natin should not have such a ethic-less member such as Mayor Lorenzo

Tita Cory's Integrity is un questionable, I agree but what about the people who surrounded her before? that is your own opinion and i respect it.still 6 months before the election day- as Senator Manny Villar-another presidentiable stated it is along battle and whoever is well prepared and has leadership and machinery the 3 G will win the war.Never,never count the Administration Candidate of Sec Teodoro and Edu Manzano:they have the brain,looks and leadership experience and no baggage to worry about and the manies- NPC party will disappear-Danding Cojuangco and GMA will play a big silent role as a partner. Since politics is addition,for me it is right for Sen.Noynoy Aquino to accept political parties or NGOs to join Liberal party [with no conditions of course) so that the victory of the party will be assured come election day. Plus all bills that he wants to pass in Congress can be easily approved.

A very perceptive analysis of how Senator Aquino should exercise caution in welcoming defectors of convenience who're merely out to protect their self-interests. An indiscriminate welcome for perceived trapos could taint the genuine longing for true reform from the masses from whom he will draw his mandate. Lessons can be learned from Obama's brilliant campaign and how he harnessed popular American support via independence from vested interests. Here's hoping Senators Aquino and Roxas stay the course!

In matters of election, we cannot be purists. If the argument is winning is not everything, then, why run? As I always say, the only positon that matters in the Philippines is the presidency. So, either you put one whom you can trust or elect others who are tainted but won't hesitate to use all means to get elected. I will remain committed to Noy's candidacy even if he were surrounded by all types of politicians. At the end of the day, it wll be Noy who will run his government and he will be responsible for the people he will appoint to his government. I believe he can bring about change in the government even if at this time, traditional politicians continue to troop to his side. At this time, all we can do is believe that he is trustworthy. Or if we can't stomach this development, we might as well support Kapatiran or Eddie Villanueva. It would be inconsistent to be disillusioned with Noy and transfer the vote to Villar in protest.

Since 1972, the Liberal Party refused to participate in the electoral process under Marcos but always advocated boycott. This principled stand did not prevent the election, it did not reduce participation by the citizenry and worse, it did not help prevent the country from going down the drain. I remember this very well because the Liberal Party refused to back Ninoy during the 1978 Batasan Election which he "lost". Simple, in the NCR, no one was manning the precincts up to the canvassing. In the school where I monitored in Cubao, Ninoy topped almost every precinct. Had the Liberal Party did not abandon him it would have been very difficult to rob him of his victory. Dear Mr. Keh,

You're right calling for Senator Aquino to do a very delicate balancing act. A good example was the disdain former Senator Serge Osmena has over Ex-Senator Ralph Recto's entry into the LP Senate slate.

Recto was not only what people call a "political butterfly" [as most "trapos" are] but, more importantly, became the face of the VAT that was loathed upon by rich and poor alike. I wonder if Senator Aquino [not his drumbeaters], given his pro-poor campaign, can justify embracing Recto.

This is not a minor compromise on Senator Aquino's principle. It is exactly with these minor compromises start the big and dangerous ones that spell real problems. And the fatal flaw might be that he compromises so much that his ideals get blurred out of recognition.

This early on political observers have noticed Senator Aquino being relegated into the "no speak, no mistake" corner by the likes of Mar Roxas, Butch Abad and other "well meaning" spokesmen. That's a great disservice to Senator Aquino and the political process.

Having said that, I wish you would write a piece on former Secretary Gilbert "Gibo" Teodoro. He seemed to me to be the most cerebral and possessed leadership qualities of all the presidential candidates we have todate. Thank you and God bless.

Good day to all. This is it. We have been mislead for a longer period of time now from this present administration who is in fact plagued by political debt from the very beginning of its' assumption. The very core reason why the proliferation of corrupt government officials and worst of all inept government employees who were hired because of the "PALAKASAN SYSTEM", into doing supposedly public service but unfortunately it's the other way around. This makes so unnecessary and even lead people and ultimately in chaos. I hope that the elected public servants in near future including the President, whatever political group they belong, should discourage "CORRUPTION" in the government. Clean and replace all those in the government with people who i believe are capable, hardworking, with genuine credentials (i.e., Educational attainment), and God fearing. If Sen. i fully agree with the opinion presented. noynoy will really have a hard time balancing the good and the bad. while no one could really set aside the bad the question is, is he totally out of the equation? and a good answer it would seem would be, no. noynoy would just have the heart to say no though, when the time would come. and isn't it good to always bring the good in the bad?

Yes, Noynoy has a good chance. For me this coming election is the most interesting. We have a candidate in the person of Noynoy, which suddenly becomes popular after her mother's death and burial. He emulates honesty in government. While we have Gibo which is very competent and intelligent, but sadly belongs to the biggest most unpopular political party, right now. We have Villar who have already established and fielded local candidates even before filing his and their candidacies to ensure support from the ground. Of course, with monetarial considerations.
The problem in the camp of Noynoy will be in the mountains and provinces. These are controlled votes by local politicians which the LP does not have access to. In the mountains, even the posters of the opposing candidate are not given space. If there is no LP candidate in that area, who will campaign for Noynoy?
Take the lessons last elections, Loren got the intelligent votes and was highly popular. But a lot in the hinterlands never heard about her. Noli too was also unpopular but the party was all out supporting him in the mountains, whether they like noli or not. But it was mandated by the party. The opposition did not field in candidates in the provinces. The Visayas and Mindanao provinces are areas that are usually neglected by candidates all because they are riding on a high popularity ratings conducted only in metro manila.
They better make sure they will not commit the same mistake. What manila survey says may not reflect much of the sentiments of the whole archipelago.

Before Noynoy decided to run for the presidency, I was already hoping he would because I saw in him the qualities of his parents, I'm sure he would not want

Yes, Sens Noynoy and Mar should stand on what they want to project and that is a new brand of philippines politics. It can be observed from recent surverys that people are tired of trapos and compromises in the party. I truly agree with former Sen Osmena that LP should be careful of the people they want to recruit because it may damage the image that they are projecting to the people.

it is very evident that the people especially the young ones are very eager to elect NOYNOY to be the president of the republic. the question i'm raising is on HOW TO COMBAT CHEATING IN THE RESULTS WHICH ALWAYS HAPPEN in our electoral process so that NOYNOY will become our beloved president.

It is indeed hard for Noynoy not to gather support even from Trapos. The selection for his senatorial slate will surely reveal what direction his administration will take once he win the Presidency.

As a distant observer nonoys national strategy should include the information to voters where the country is now and where it is going under his leaderswhip. The people has tobe informed of our dismal global image and our place in the asia pacific region economic invironment.

Most importantly the campaign slogan must be innovative if you are to have my vote.

wala ring silbi si nonoy aquino gaya ng nanay niya a lame duck president kung mananalo.may track record ba siya na ginawa sa congresso at senado. kung yung problema ng hacienda luisita di niya naresolve how much more being a president.dala lang naman ng popularity niya sa kanyang magulang.wake up pinoy think whom you have to vote come election time, kung hindi, lalo pa tayong maghirap.

The LP must be transparent on its basic principles and platform and the core values or virtues.
By not having this it is nothing but another existing traditional party where the alliances are built to win.. period.
What is its stand on pork barrel,gambling,reproductive health,family dynasty,workers rights,farmers rights,gun control etc?
Sounding like a "poor" party needing help from the people to fund its traditional campaign of media hype and entertainment is not really going to go unnoticed by the poor that are young specially.
Integrity is the key word if the principles and values are spelled out for the party to be compared to. Without it integrity is just another "buzz" word.
It takes courage to spell this out and be measured against it.

Politicians are politicians. They could not stop in adding or multiplying their followers, supporters and others. the problem of us (filipinos) have the feelings of insecurity.

this is to correct the above posted endorsement of candidates for President and Vice President. IT SHOULD BE BIAZON and MARCOS. After reading the profile of each candidates, experienced counts best. Among them, BIAXON possessed the qualifications of being a leader and MARCOS for his cleverness and idealistic mind. LET's VOTE FOR BIAZON AND MARCOS. Nonoy needs to develop his difficulty first. Handling a nation is not that easy when you are not physically and mentally fit.

Philippine government is still hopeless for a change. Aquino and Roxas tandem are another traditional politics, political dynasty of Aquino/Cojuangco and Roxas. Still the same last names in politics from the past who never made stronger reforms to our government corruptions and "palakasan" system. I am hoping that whoever wins the presidency, I should dare him/her to have an iron hand and a political will to change our system and upholds the law of the land whoever breaks it e.g. muslim or christian, young or old, rich or poor, influential or ordinary citizen, and priviledged or uneducated.

"People's Campaign"...very good idea, Mr. Butch Abad....praying & helping for the landslide victory of Noy-Mar Tandem!
