   Housing Development
 
   HOUSING PROVISION SYSTEMS OF DHSHD  
As a central responsible agency for the housing sector development of the country, DHSHD has introduced several housing programs such as:
 
  (A)   PUBLIC RENTAL HOUSING
(B)   GOVERNMENT’S JOINT HOUSING
(C)   PROGRAMS FOR INDIVIDUAL HOUSING
(D)   SITES AND SEVICES SCHEMES
(E)   SITES AND SEVICES SCHEMES
(F)   URBAN REDEVELOPMENT PROJECTS
(G)   AREAL DEVELOPMENT PROJECTS
(H)   LOW COST HOUSING DEVELOPMENT
 
(A) PUBLIC RENTAL HOUSING
  DHSHD provided Rental Housing for government Employee And the public in 1950.
Department owns 20000 Rental Housing units (61% in Yangon and 32% in other towns)
constructed and maintained with Govt. budget
allocated at a minimal rent
 
  YANKIN HOUSING ESTATE IN MID 1970
 
(B) GOVERNMENT’S JOINT HOUSING
  DHSHD introduced Joint Housing in mid sixties.
To help out the people “ saving for their houses”
50% down payment of total cost
15 years installments with 5% interest rate for the rest
Due to the rise of building material cost and inflation the scheme was stopped in 1988.
 
  THUWANA JOINT HOUSING SCHEME
 
(C) PROGRAMS FOR INDIVIDUAL HOUSING
  DHSHD introduced Single Family Housing Scheme in 1974 for people who already owned residential land.
The program was handed over the public works after 1980 and the scheme was targeted only for higher level officials.
Recently, DHSHD revitalize the individual housing schemetargeting the middle income group at the new development area
 
 
 
(D) SITES AND SEVICES SCHEMES
  Occasionally practiced in and around Yangon : new town extension, squatter resettlement, fire victim resettlement and upgrading project.
Services : road, drains, electricity and community tube wells Infrastructure development cost – subsidized by the Government.
 

(1989-1994) - Large Scale Schemes

Developed 160000 plots for about 400000 persons in three new settlements in the east, west and north of Yangon.

200000 squatter populations were provided with leased plots of land with basic infrastructure.

(1995-1996) – developed 93050 plots.

(1999-2000) – allocated 88180 plots to senior government employee.

(2001- 2004) – Focus on the slum upgrading and low cost housing project

(E) SLUM AND SQUATTER UPGRADING ( Hut to Apartment Scheme)
  On site relocation of squatter families ( from hut to apartment)
Relocation of squatter into new towns are avoided
Provide min 600 sq.ft. to max 1000 sq.ft. of floor space.
Extra land due to densification is used for cross subsidy.
Mobilize the private sectors
DHSHD acts as facilitator.
Implemented housing projects are Bahan AungChanTha,.Kamaryut Aung Myethazi , Bahan Bocho , Yandanarmon(Hlaing)
 
 
SQUATTER SETTLEMENT(BEFOE)   AFTER DEVELOPMENT  
 
(F) URBAN REDEVELOPMENT PROJECTS
  Launched in 1989
To enhance the general physical appearance of the urban area
To free important sites for public uses (parks and commercial development)
Private- Public Partnership program based on the sharing basis
Various types of buildings including residential units are incorporated.(such as Commercial Building mixed with
  residential apartments, shop house, row house, duplex and individual housing.)
Implemented housing projects are Parami condominium, Shwegon plaza, Yuzana tower , Hantaryeikmon,
  Thetkatho yeikmon, Pyinyawadi, Myanmargonyi, Yankin Palm Village etc;

(G) AREA DEVELOPMENT PROJECTS
  Identify for area development and issues guide line according to submitted proposal by the developers.
(1995 -2004) --- nos. of Area Development Project have been lounged.
Totally (30) housing project are being implemented, such as Ayeyeikmon, Cherryoyin,Yankin pyithayar, Shwepinlon, Kayapin
  yeikmon,Waizayanta, Zizawa, Zawtika, Thumingalar, Myakwanyo, Boaungkyaw , Thayarshwepyi, Thitsaoyin, Kandawmon.
 
 
 
(H) LOW COST HOUSING DEVELOPMENT
  1997 – emphasis on the low cost housing scheme
Constructed - in sub urban areas of Yangon City likeThaketa, Dagon, Hlaing Thayar, North Okkala and Danyingone
Unit price - only for the construction cost and basic infrastructure, including land cost
(1997 – 2000) – Total ( 3000 ) units
Implemented Housing projects are Mingaladon, Kayapin yeikmon, Sangyiwa.
