BBC Scotland

Opt-Out Television
BBC Scotland complements and enhances the total BBC television proposition available to viewers in Scotland through our portfolio of opt-out programming on BBC ONE Scotland and BBC TWO Scotland. Our programmes range across all genres, embracing the experience of life in Scotland, both contemporary and historical, and reflecting the distinctive social, cultural and political activities of the nation.

Proposals, however good they might be, which do not fulfil these criteria are unsuitable for opt-out commissioning and might be more appropriately pitched to Network TV or to the appropriate head of genre if they are intended to be routed through BBC Scotland.

Diversity
BBC Scotland will actively engage with all of the communities we serve. We will reflect, on-screen and off-screen, the diverse nature of modern Scotland, enriching our output as a direct result. Proposals should indicate how the programme would achieve this.

Daypart
BBC Scotland can only opt out from BBC One and BBC Two (not BBC Three, BBC Four, Cbeebies or CBBC). We rarely opt out of Daytime programming, except for live politics, sport or events, and we are not seeking programme ideas for this daypart.

Commissioning Presentation
A Commissioning Presentation was held on Thursday 8 February 2007. The presentations can be read here at the following links:

Maggie Cunningham, Head of Programmes & Services
Catherine Smith, Head of Strategy

Commissioning Process

BBC Scotland Opt-Out Television operates a rolling commissioning process. Proposals may be submitted at any time.

Programme makers are encouraged to send us a brief initial proposal to ascertain our level of interest in the project before engaging in extensive development work.

We will respond to proposals within six weeks indicating our level of interest in the project. We may ask for a fully worked out proposal at that stage.

Proposals may be submitted electronically or in hard copy to:

Strategy

Comedy & Entertainment

Please note that Comedy ideas must be in the form of a fully written script and Entertainment ideas must be in the form of a fully worked up treatment. VHS videos of the material in performance are an acceptable substitute. Where an idea depends on the involvement of specific onscreen talent please be realistic about the likelihood of securing that talent.

Drama
The Singles
With an investment totalling over £1.5 million, BBC Scotland and Scottish Screen continue their creative partnership with the launch of an exciting, returnable brand of 60 minute single films.

The deadline for The Singles has now passed. Any future opportunities for dramas will be posted here.

Factual
We are currently only considering Factual proposals for short-term commission if they are time critical. Proposals for further ahead can be submitted in the usual way. Please remember that Factual programmes must still have a compelling narrative if they are to work on television.

Submitting a Proposal
Please keep your idea succinct. Supply enough information to convey the idea of the programme to the Commissioner, focusing on what is fresh and new about your idea. Please include, if relevant, any reason why the programme should be made now - such as significant new developments in the field, significant anniversaries, new exhibitions/performances in the pipeline etc. If you have any relevant expertise please include that information too.

Programmes
Proposals may be submitted in the following genres:

Entertainment
Music
Sport
Current Affairs
Popular and Specialist Factual
Factual Strands

Comedy and Entertainment
High audience-share series - big, peak-time, talent-led, entertainment and comedy shows for BBC One Scotland. Recent commissions in this area have included Dear Green Place and Legit .

New Comedy Talent.

Music
Special concerts and appearances, both popular and classical music, as and when they happen. Recent commissions in this area have included T in the Park .

Sport
Factual and entertainment-based one-offs and series. Recent commissions in this area have included Gretna's Field of Dreams and Chris Hoy .

Current Affairs
BBC Scotland commissions the hard-hitting, award-winning investigative journalism strand Frontline Scotland . The Shirley McKie fingerprint controversy and the deaths at Deepcut Barracks have been among Frontline Scotland's most high-profile investigations.

Ideas for future investigations can be sent to the Editor, dorothy.parker@bbc.co.uk

Popular and Specialist Factual
Significant events and anniversaries, including Burns' Night and St Andrew's Night.

Landmark factual series and singles, including longer-term projects. Examples include Clans of Scotland, Highland Empire and Scotland's Music .

Popular factual series and singles, including human interest, celebrity, etc. Examples include Donaldson's, Wildlife Cops and Raploch Revisited .

Sustained-narrative documentary series. Examples include Nurse School and The Family Farm .

Religion series such as Art and Soul .

Factual Strands

BBC Scotland is currently seeking proposals for the Factual documentary strands: ArtWorks Scotland and Storyline .

Artworks Scotland
BBC Scotland's arts documentary strand is in its 7th run on BBC Two. ArtWorks' range includes all aspects of cultural life in Scotland from theatre, dance, music and visual arts to fashion, design, photography and popular culture. We are looking for ideas for 30 minute films which have strong characters, compelling narratives and a contemporary resonance. We are generally more interested in following current stories than revisiting the past and creating an archive for the future instead of plundering what's already in the vaults. In some of our most successful programmes we have caught talented individuals such as Nicola Benedetti and Martin Compston at the start of their careers. The last series featured author A.L.Kennedy making her Fringe debut as a stand-up comedian and a behind-the-scenes look at the refurbishment of Kelvingrove Art Gallery and Museum. It's not necessarily enough simply to cover existing events or talented people. The material needs to work on television and be shaped to appeal to our audience. On average four programmes are commissioned from independents each year.

ArtWorks has one slot available in the current run.Scotland in August 2007.

Storyline
A second series of the BBC One Scotland documentary series will be on air in February 2008. We are looking for engrossing real life stories that take viewers under the skin of the people involved and on a journey in mind or body. We want films that show us something new or take us somewhere we’ve not been before. We want that journey to be an engaging and emotional one for the viewer. We'd like them to cheer, laugh or cry; occasionally all three. We aspire to capture the experience of life in Scotland today and to reflect its diversity. Films need not be set in Scotland but should have a clear significance for the Scottish audience and ideally the action will be in the present tense. The first series included the exclusive inside story of the international custody battle over Molly Campbell/Misbah Rana and a journey into the world of the investigative magazine, The Digger.

As well as these editorial strengths we expect the films to showcase excellent craft skills in direction, photography, sound and editing.

Storyline still has three slots available for the next series.

Ideas for ArtWorks Scotland and Storyline should be sent to:
