In the last decade of the 20-th century the transition of the Russian economy to the market orientation has required introduction of qualitative changes into the system of state financial control. These changes are reflected in the Constitution of the Russian Federation which has envisaged the establishment of the Accounts Chamber of the Russian Federation with the following main objectives to be pursued by it:

• Control over timely and full execution of the federal budget and federal extra-budgetary funds
• Verification of effectiveness and expediency of disbursement of state funds and use of the federal property
• Expertise of drat federal laws which can have different degree of influence on the formation and execution of the federal budget.

In other words, the destiny of those public funds, resources and federal property which compose the wealth of the nation are subject to control by the Accounts Chamber of the Russian Federation.
