History of the flag
On 4 April, 1959, French Sudan and Senegal formed the
Mali Federation
. The federation became independent on 20 June, 1960, and Senegal seceded from it on 22 August, 1960, at which point it replaced the federation flag with the tricolour with a green star.

I am not quite positive if this reconstruction of mine is any good. It is not mentioned in this description which diagonal is used (I assume the normal one, that is hoist base - fly chief), nor it is mentioned if the star is included in the "upper" half.
