Nacido en 1943, hijo de un empresario de origen ucraniano propietario de una fabrica de alambre en
Nueva Jersey
; Kagan, inicialmente encaminado a continuar la saga familiar en el mundo de los negocios, acabo desarrollando un interes por la historia;

Estudio en la
Universidad de Columbia
y se doctoro en 1968 en la
Universidad de Cambridge
con la lectura de
Education and the state in Habsburg Spain
; su tesis fue supervisada por
John H. Elliot
.

Es profesor del departamento de Historia en la
Universidad Johns Hopkins
de Baltimore desde 1972.

Universidad Autonoma de Madrid

, ambos de Paris.
Richard Kagan es un especialista en historia moderna europea, que ha abordado diferentes temas culturales (por ejemplo la historia de la universidad, historia de la cartografia o del urbanismo) y asimismo temas mas literarios y artisticos, como es propio del trabajo interdisciplinar de la Johns Hopkins norteamericana.
