What does "31 states" have to do with anything? At the time there were 48 states, so the required ratification of three-quarters of the states amounted to 36 states (and was even commemorated with the slogan, "A Perfect 36", which ironically referenced the supposedly "ideal" women's breast and hip measurements in inches). Tennessee was the thirty-sixth state to ratify, giving the amendment the required number of states to become operative.

- You are correct; nothing about the number of states is related to the choice of the date. It was always Anthony's birthday and nothing else. I have removed the incorrect assertion along with the "reference" which did not prove anything about the number of states relative to the date.
