Whether from the perspective of history, geography, or international law, the South China Sea Islands and their surrounding waters are an inherent part of ROC territory and waters. The ROC enjoys all rights over them in accordance with international law. This is indisputable. Any claim to sovereignty over, or occupation of, these areas by other countries is illegal, irrespective of the reasons put forward or methods used, and the ROC government recognizes no such claim or occupation."

This article argues that one driver for the ongoing resilience, or even revival, of Sunni militancy is the growing influence of the Jaysh Rijal al-Tariq al-Naqshabandi (JRTN) movement, which has successfully tapped into Sunni Arab fear of Iraq?s Shi`a-led government and the country?s Kurdish population, while offering an authentic Iraqi alternate to al-Qa`ida in Iraq (AQI). The features of JRTN are becoming clearer, providing an interesting case study of an insurgent movement that learned from the mistakes of other militants and has successfully created a hybrid of Islamist themes and nationalist military expertise.

09 Jun 2014 -- On 2 May 2014, a Chinese company's HYSY 981 drilling rig started its drilling operation inside the contiguous zone of China's Xisha Islands (see Annex 1/5 for the locations of operation) for the purpose of oil and gas exploration. With the first phase of the operation completed, the second phase began on 27 May. The two locations of operation are 17 nautical miles from both the Zhongjian Island of China's Xisha Islands and the baseline of the territorial waters of Xisha Islands, yet approximately 133 to 156 nautical miles away from the coast of the Vietnamese mainland.

Nov 2013 -- "Afghan security forces are now successfully providing security for their own people, fighting their own battles, and holding the gains made by the International Security Assistance Force (ISAF) in the last decade. This is a fundamental shift in the course of the conflict. (...) The ANSF now conduct 95 percent of conventional operations and 98 percent of special operations in Afghanistan. (...) ANSF casualties have increased by 79 percent this reporting period compared to the same period last year, while ISAF casualties have dropped by 59 percent. The insurgency has also consolidated gains in some of the rural areas in which it has traditionally held power. (...) However, military progress alone will not lead to success in Afghanistan. In addition to uncertainties about ANSF sustainability and challenges to security outside of urban areas, challenges with the economy and governance continue to foster uncertainty about long-term prospects for stability. This causes hedging behavior by actors in many sectors, which exacerbates existing instability."

For the past 11 years, the United States and our coalition partners have led the fight against the Taliban, but now Afghan forces are conducting almost all combat operations. The progress made by the International Security Assistance Force (ISAF)-led surge over the past three years has put the Government of the Islamic Republic of Afghanistan (GIRoA) firmly in control of all of Afghanistan’s major cities and 34 provincial capitals and driven the insurgency into the countryside. ISAF’s primary focus has largely transitioned from directly fighting the insurgency to training, advising and assisting the Afghan National Security Forces (ANSF) in their efforts to hold and build upon these gains, enabling a U.S. force reduction of roughly 34,000 personnel—half the current force in Afghanistan—by February 2014."

We have deliberated for over five months, in the process reviewing a mass of documents (both classified and unclassified), interviewing dozens of witnesses from the Department, and consulting a number of outside experts."

The purpose of this memorandum is to confirm that certain propositions stated in several opinions issued by the Office of Legal Counsel in 2001-2003 respecting the allocation of authorities between the President and Congress in matters of war and national security do not reflect the current views of this Office.
We have previously withdrawn or superseded a number of opinions that depended upon one or more of these propositions. For reasons discussed herein, today we explain why these propositions are not consistent with the current views of OLC, and we advise that caution should be exercised before relying in other respects on the remaining opinions identified below [

At the request of the commanding general, Combined Joint Task Force-7, U.S. Central Command, the Army surgeon general established and dispatched the Mental Health Advisory Team to assess and provide recommendations on Operation Iraqi Freedom-related mental health services, soldier access to those services in theater and after evacuation, and effective suicide prevention measures for Soldiers in active combat.

December 2003 - To collect U.S. Army lessons learned from Iraq and obtain tactics, techniques, and procedures for organizing and protecting convoys, detecting and neutralizing IEDs, organizing and defending Forward Operating Bases (FOB)/Forward Arming & Refueling Points (FARP), and defending against mortar, rocket, and suicide bombers (human and VBIED). A by-product of the visit was an opportunity to observe an Army unit (1st BCT, 1st Cavalry Div) training to deploy to Iraq.
