그리스어 κ?σμο?, kosmos , i.e. "世界" 와 πολ?τη?, polites , i.e. "市民"에서 由來된 κοσμοπολ?τη?, kosmopolites , i.e. "世界의 市民"에서 由來됐다. ^{[2] [3]}

키니코스 學派 는 當時의 國家 對立, 人種·貴賤의 差別 等의 不合理한 習慣에 對하여 萬人은 똑같이 領地의 法則에 따라야 한다고 主張하였다.

스토아 學派 에서도 存在의 本質은 人間理性이고 人間은 理性에서 平等하고 理性의 法則에 따르고 同一한 權利義務를 갖고 있다고 하였다.

近代에서는 칸트 의 普遍的 人類共同體의 理念이다. 이들은 一般的으로 人類를 理性的 國家 밑에 包攝하려는 思想이다.

基督敎의 宗敎 世界市民主義度 모든 民族·國家·血統·貧富의 差別을 넘어서 神 앞에 平等한 것으로서 人間을 본다.

政治的으로 世界市民主義는 國民主義 에 對한 것으로서, 現存하는 여러 國家가 解消 或은 改革되어서 國家間의 對立抗爭이 없어지고, 唯一한 世界聯邦이 實現되어 全 人類가 그 市民으로 되는 것을 理想으로 하는 注意를 말한다. 따라서 國家 乃至 民族의 橫的 關係에서의 協助를 基礎로 하고 國際主義 와는 區別된다.
